🟢 absolute sectoral emissions budgets & mitigation action to meet NDC

While the 2035 target is stronger than 2030, the gap between those targets and a 1.5°C aligned fair share pathway has grown from 10 MtCO2e in 2030 to 22 MtCO2e in 2035 – signalling a weakening, not strengthening, of ambition.

Norway's newly-elected government could take the opportunity to re-evaluate the failings in this #NDC.
Europe's biggest fossil gas supplier & major fossil fuel exporter should also address the other glaring omission in the NDC: the lack of a timeline for phasing out oil & fossil gas production.

Equally concerning are Norway's stated plans to rely on international carbon markets, purchasing carbon credits under the Paris Agreement's #Article6 mechanisms – “if deemed necessary” – to achieve the target.

Counting its land and forestry sector sink toward its target, especially without spelling out how much of this sink it will use to meet it, fails the test of transparency and reduces the pressure on the government to tackle the real problem: fossil fuel emissions.

2035 NDC ANALYSIS: while #Norway's new, 2035 #climate target is nominally 1.5˚C compatible compared with its modelled domestic pathway, the #NDC contains several key issues which raise serious concerns about the true ambition of its commitment to reducing domestic emissions.

Russia also recalculated its land-use sink - almost doubling it through questionable accounting & conveniently aligning with its 2050 LULUCF target.

We have evaluated the progress toward clean electricity in the US power sector: fossil gas continues to head in the wrong direction, while build-out of renewable energy and phase-out of coal slows.

While the US no longer has any official climate targets since its exit from the #ParisAgreement, there remains a coalition of states who are still working toward meeting the targets submitted by the US ahead of last year's election. However, the government is trying to head off that effort too.

US emissions are projected to be ~600MtCO2e-800MtCO2e higher in 2030 under the current administration’s policies and actions compared to its predecessor.
We project US emissions to drop to 19-30% in 2030 below 2005 level (excl LULUCF) - from 29-39% previously.

Kenya’s 2035 NDC represents a missed opportunity & could be strengthened to include a clearer commitment to real, measurable emission reductions.

Kenya's #NDC does not commit to a fossil fuel phase-out and lacks clarity on the role of the land & forestry sector. It also may consider selling emission reductions to other countries under Paris Agreement Article 6, which risks undermining action.
