Not by a foreign country, except of course, the revolution. The Civil War did have the most American fatalities, so I would argue that a fair amount of our countrymen (within the geographical boundaries of 1860) were fighting for their lives.

The United States has historically ALWAYS held elections during wartime. Including the Civil War.
