We as a society should create and fund digital libraries that house all digital works. Movies, television, music, books, etc. freely available to the end user at all times, no subscription.
The artists and creators get paid directly by the library, no need to rely on the consumer to pay.

I think a pilot program of five city run grocery stores isn't going to be enough, that idea is going to need to be expanded then rapidly developed and implemented, given the general situation right now.
