The trumped-up charges include violating the Enforcement Act of 1871 (Ku Klux Klan Act), which prohibits interference with the right to practice one's religion. Lemon is also being investigated under the Freedom of Access to Clinic Entrances (FACE) Act, which protects places of worship.
