It appears that the freeze in weapon deliveries to Ukraine was an unilateral decision of undersecretary Elbridge Colby, not authorized by either Trump or Congress.
Or perhaps Trump realized how bad decision that was, and is planning to throw Colby under the bus.

Sounds sensible to me.
I do not like the prospect of lifting sanctions on russia, but - if reparations are to be paid - they would have to be lifted anyway.
The only authority to make such decision, just like the authority for the territorial claims, remains with Ukraine, and only Ukraine.
