It is not wage policies alone, it is also the tax structure, we are over taxing those that can least afford it, reducing their disposable/discretionary income, and under taxing the rich.

You do not need taxes at the federal level to pay for federal programs, the USD is a FIAT Currency, federal spending is paid with created $, the deficit has more to do with money in the financial system than anything else, so it really comes down to the resources and inflation. Taxes just reclaim $.
