100%, the enablers are the real culprits here and could wager that they didn't "enable" for the countries benefit.
One thing I would put money on is that none of them will see justice.

I asked for info and you just gave me a word salad, personally I don't see the issue as most of us share just about everything via apps on our mobile devices.

Yeah, you done much private renting?
Some landlords are good, some will just ditch you when you ask for things to get fixed.
It also increases the worry of random evictions.
It's a shite system that only benefits folk with enough money to afford deposits on 2nd,3rd,4th ect houses.
