Sorry to hear that. In my unique case the website is fully indexed, but not appearing in SERPs at all. Reminds me of a manual action penalties I have seen in the past but no warnings in GSC and no way to reach out to Google to review.

@johnmu.com what about a situation where a site is fully indexed in GSC and appears when doing site:domain.com. However, none of the pages show up in the search results. Not even branded terms or unique snippets of content from various pages. No GSC penalty notifications. I can DM you the domain.
