The EEA is outside the EU's Customs Union so there was a real concern that Norway, Iceland and Liechtenstein would be screwed.

There's also concerns around ferro-alloys, aluminum and other metals as these are still to be decided, and for Norway are more important than steel as exports.

Not entirely sure that it was a "weird deal" outside of Congress trying to erect protectionist barriers to prevent the Navy from buying outside the US.

There's a specific case study of this as it was so unusual for the US to be buying from an overseas source.

Sure but you said less than 100% in the first post, and the rule is less than half of the properties rental value.
