Intelligence does not have to be important to the purpose of intelligent life. Intelligence could just be a catalyst for the purpose that all things alive or otherwise may or may not have. There's no reason to ascribe significance to Intelligence.

Unfortunately we're in a time where the value of the concept of a modern university is not inherently understood to exist. So arguing for their political independence is arguing one step too far down the chain for the people who support it. We need to prove the value of university again first.
