Well yes, that would be ideal. But we basically have to assume that the person behind the wheel is starting at their phone or otherwise not paying attention while turning through an intersection. Having one’s head on a swivel is a matter of safety.

We need to move past “look both ways.” We needs some PSAs about how, as you proceed through the intersection you have to keep looking back behind you - over your shoulder, looking for turning traffic.
