But the president does not have the authority to make that decision unilaterally. One measure of authoritarian rule is whether it is subject to rule of law and courts. In this case, apparently not.

A second, illegal (either civil criminal or war crime) order was given - if not by Hesgeth, by someone. Does the US plan to hold anyone accountable for the order of a second strike?
