They say 'generate ideas' what they really mean is they can't communicate their ideas without an existing reference. Which is not by itself a terrible affliction, but most of the people screaming this are so insecure that they need to make it that their ideas are the most unique ever!

A lot of 'concept development' already involves directly stealing other people's work in the initial stages. When I worked at third floor Disney literally had us putting together 'mood boards' for marvel films using clips and stills from Netflix shows and YouTube channels.
