I think people who pose a danger to the public are newsworthy. But I also think following severely mentally ill people so you can photograph them rolling around on the ground is incredibly grim behaviour.

The Air Corps is very territorial about this stuff which could be another obstacle. Many are still annoyed that it wasn't awarded the SAR role a few years ago.
