To be fair, WOTC really hasn't helped DMs with running large or mass combats. Or with spending gold in exchange for a service.

The only rules on this are 2gp/day for a skilled hireling but no granularity on how skilled they are.

Notably, orders require officers bring someone to a facility prior to transferring custody to ICE. Per APD, ICE took custody at the scene.

I asked ICE for its statement yesterday, and the agency told me it's waiting for approval. I also asked APD questions and will update if it responds.
