This same problem exists with public safety/being tough on crime. People want police to simultaneously know exactly who they personally have deemed criminal/dangerous to society and get those specific people, while not harming any of the wrong people, hypersurveilling, violating civil liberties etc.

Many online people never beating the allegations as the most annoying people of all time.
