You literally see her hit him. How is the officer supposed to see the wheels from where he's standing? All he sees is a lady who just needed to get out of her vehicle, refusing to comply and someone who starts driving and even grazing him.

I guess you'd have to prove it was murder. Shooting a fleeing suspect in a dangerous motor vehicle is justifiable IMO. She just needed to cooperate.

Why did she flee and start reversing the vehicle when they opened her door. When you start to drive away like that it really puts you in a dangerous situation.
