Also, actual matl and labor costs are not directly linked to property values. There is no guarantee that property values keep pace with labor and materials, even for market rate buildings. Plus, rent-stabilized buildings tend to be older and thus likely have more expensive work to be done.

Yes as a rule of thumb the owner should set aside 1.5%, but that doesn't just materialize when the property increases in value. You have to sell to actually realize those gains, and I would guess income-restricted buildings are less valuable specifically because the expected revenue is restricted.

This is about affordable (i.e. rent-stabilized) housing. Rents don't increase for these units equally with property values (like it could for market-rate). So while material and labor costs have gone up, the rent (i.e. revenue) they can use to pay for regular maintenance and upkeep has not kept pace
