FFS a “non-essential” worker is someone who may not be critical (in the office) during a specific emergency. That doesn’t mean they aren’t needed at all, ever, ever.

UNC shut down the day after a hurricane one time when we took a direct hit. Faculty were “non-essential” bc we were of no use
