i'm 40, been working in restaurants since i was 14, this is the first i've heard of the bit about the bus station, but, going with that, perhaps they feel that they will eventually seat a party there who is oblivious to its undesirable aspect. also, seating people in the window encourages walk-ins.

might be a plan in place for the other tables... you might be able to stay at that particular table longer if they think you'll need more time... might be within the section of a particular server if they know you are a food bev journo... almost always worth politely inquiring for an alternative :)
