Paired with the System Development Charges (SDC) exception passed earlier this year, this means Portland can build more housing, faster.

Today was a good day.

When the choice is between spending these dollars on one more year of rent assistance or investing in housing that will last for decades, I choose to invest in Portland.

It's time to get shovels in the ground and signal that Portland is serious about welcoming new development.

Yes, it’s a different approach than what my colleagues are proposing—but Portland's job is to build new homes. Federal, state, and County funds are already working to provide rent assistance.

Using these funds to fill the $16M funding gap for the Broadway Corridor and OMSI District Vision projects will help put more homes a new, planned, walkable and bikeable, mixed-income neighborhood.

This level of transparency gives Council and the community a clearer picture of how funds are used and look at what was delivered.

Thank you to my colleagues on Council for your support today and I’m looking forward to reading the friendly amendments you offer.

Under this resolution, Parks & Recreation will be required to clearly break down its budget by program and by staff, showing which parts are funded by the General Fund, fee revenue, levy dollars, or other sources.

This pilot program partners with Portland Parks & Recreation and asks them to lead us toward a system with more detail, more transparency, and more accountability.

This year’s budget process was, put lightly, a challenge. Council didn’t always get the level of detail we needed to fully understand how programs and FTE are funded.

Thank you for taking the time to meet with me and special thanks to Calvin, for showing me around the Hill.

Though the topic was serious, and I also reiterated Portland's position on the inappropriate federalization of National Guard soldiers, it’s always good to reconnect with our congressional delegation.

An unmarked car is just another mask. And we should expect federal agents to operate with transparency and integrity. This is NOT undercover work, spare me the excuses.
December 8, 2025 at 8:49 PM
These tactics create confusion that could spark an altercation between federal agents and either civilians or local law enforcement. That’s a line we can’t come back from.
December 8, 2025 at 8:49 PM
This isn’t just unacceptable, it’s dangerous. I've said it before that masked law enforcement is cowardly and inappropriate.

No identification, no markings, nothing. No Federal Government license plates. No standard police car or SUV.
December 8, 2025 at 8:49 PM
Recently, I spent time outside Portland’s ICE facility watching federal agents come and go conducting missions. What I saw was agents using beat-up vehicles with plates from Utah, Pennsylvania, and New York to operate missions.
