I think one of Garland's biggest challenges was that arresting all of the known co-conspirators would have blatantly reduced the number of Republicans in Congress. It would have looked like political prosecution. Of course, he was accused of that anyways...

Well, he's right in that no other president has ever had to take a dementia test at all, much less three times. Not even Reagan, though many of us thought he should.
