Doubt it was anything to do with my local set up -- looks like Sonatype Central Portal's validator was at fault; failing to resolve (fetch) parent poms, proceeding to fail with bogus errors (just "skipped" parent pom info looks like).

Things look better again, might be spotty tonight. We'll see.

Coupled with "surely latest plug-in has less issues than next to latest" trope.

Grrrh. Something to do with my local VPN: turned off VPN before starting to publish; but turning it back on reset/cleared something... maybe Maven cache has some IP references stored locally. Very weird.

Things look better now fwtw. Back to release.
