FAIR plans began in the civil rights era to address redlining in inner cities, as temporary fixes to lure companies back into abandoned markets—not to confront climate disasters. We dive into the history, governance, and financial exposure making them not fit for purpose now.

We analyze all state plans, with specific case studies in FL, CA, and NM to show that despite their public purpose, FAIR Plans are largely governed by insurers themselves. In at least 86% of states, industry reps hold majority board seats. climateandcommunity.org/research/ins...

States have the ability to flex the majority of their federal highway funds from highways to transit, but collectively, from 2021 through 2023, states flexed less than 4% of their FHWA formula funds to the Federal Transit Administration.
