The above is general terms and based on my broadband understanding of tax. I'm not an expert!

In a nutshell, it's because NI is only paid on employed/self employed earnings and is only payable until retirement.
However, income tax is paid a) by persons no matter whether they've retired or not and b) on things other than just an individual's salary (e.g. income from rentals or dividends)
