I guess that's a common thing for terrible managers. Our AVP of IT at my last job came in and unilaterally decided that most of the company didn't need those licenses (pharma, preparing for FDA submissions at the time), including some of the people who used it the most. It did not go over well.

Plus the fact that using all that equipment puts off insane amounts of heat (general issue) which then causes equipment to fail faster (including other equipment nearby!), resulting in more being needed and a lot of waste being generated that probably isn't getting recycled or disposed of properly.
