From what I am seeing, many people stop to care about optimisation.
A game that should work on a potato needs an good PC.
If you have a GPU bottle neck, you can play around it, but with CPU bottle neck, there isn't much to change (that I know of)
My GPU was at 50%, and I had other applications open
