Building for current gen PC does help a lot, but there's still a chance that some piece of required software is phased out or a security issue in the future.

It depends on how it's ported. If it's ported into a new engine that is easily supported in the future then yes, but if it's ported and still 100% custom software then it depends on how long the build tools and runtime requirements are supported.

It's less about the method of delivery and more about the hardware architecture of the systems. Older systems typically required programming specific instructions to specific chips. Modern systems are more similar in architecture. GameHut has some good videos on how they had to program older games.
