According to ourworldindata.org/internet the Internet had 800M users in 2003, so it might just be that "release date" for "the Internet" is 1990, and hence it might just be "the web" that is meant, here.

So motorists scaring cyclists is bad, but cyclists scaring pedestrians is fine? Law can be ignored if I say I'm scared?
