The U.S. distinguishes between:

1. non-citizens who are allowed to be in the US to for just a while — Non-Immigrants. AND

2. non-citizens who are allowed to live and work permanently the US — Immigrants/Permanent Residents. The permanent resident card (GREEN CARD) is evidence of this status.
