I was in high school at the time. We lived in exurban MD, lost power for a while, and had an a long, iced-over, hilly driveway. It got to the point that things were pretty unpleasant.

Yeah, I don't see how you prevent people from hogging a charger spot every day. Lots/most people are going to take the empty charger whenever it's available, even if they don't really need it.
