TBH I was recently starting to wonder like what if the reason Judge thought he needed the superpower mods was because his family was the previous Germa team and they were all killed in battle even with the Raid Suits on, but this is not a solid theory so I don't include it in the answer above.

I actually didn't really decide who sent the petition either.
LOL. I was thinking it was either Ichiji or Reiju, because they think it would be a pain in the ass if the WG starts hounding after them even harder.

Honestly the idea kind of came to me because this Ichiji illustration in particular somehow made him look like Johnny Brave
