God EXACTLY, I see so many people saying that even if you force the big companies to shut down, people can still run local models, but like

And if it's outlawed anyway, then if they're widely available enough to be a problem, they can be shut down too!

seriously until it's too late. It's a shockingly consistent theme through the whole franchise that I just completely missed until I was able to look at my kids and something clicked.
