Much worse. A huge bulk of the economic theory builds from a 1991 study by William Nordhaus (who won a Nobel in 2018 for further work on the topic) that basically says "well economic activity happens inside and climate change happens outside so no biggie." More here: www.ucl.ac.uk/news/2020/se...
