Screenshot of textbook from Sullivan (2013), p. 35 Highlighted text/paragraph: The drive to evaluate services from a more businesslike point of view has its origins in the Reagan era, but it hit its apex with the 1993 Government Performance and Results Act, a federal law that requires government agen- cies to “create measurable performance goals for their programs and report to Congress their progress in meeting those goals.” That legislation affected the Institute of Museum and Library Services, which filtered this need down to local libraries. Eventually it would lead to a business-style approach to designing library services.
