Have noticed significant dip in the amount of SMS based scams. Fraudsters have moved on to iMessage, which avoids the “likely scam” labels

I think if you have more targeted warnings then you’ll likely have more inaccuracies which will lead to less attention being paid to them. However, that said I’d support it for flood warnings for sure.
