Considering the direction the wheels were turned and the speed of the vehicle, I don't think one could consider the vehicle threatening. Then there's that part about "moving out of the path of the vehicle." I think the DOJ needs to read their own stuff.

The people that have been manhandled, zip tied, held without access to a lawyer, and sometimes transported to other states, only to be released with no charges, surely have a legal ax to grind with the DHS. Who is stepping up to help these people file suits?
