(Been a bit busy to look into this) From a stats point of view you may be able to analyse the 5 options put forward by the WRU to see if the choice of 2 clubs is statistically significantly lower of all the 5 (probably using a Kruskal-Wallis test) for this sample. (It's the least popular but (1/2)
