I understand that, and that it is impractical. Presumably the taxes withheld by employers go straight to the IRS. The point is, states like California (the people, if you will) contribute more to the federal government than they get back.

I read this article as Trump pardons lots of people who shouldn't be pardoned—friends and allies, ignoring nearly everyone else. So I don't see that Trump is getting anything right here. I understand the rationale of using the pardon power to correct wrongs, but that's not what he's doing, at all.

What is his reason for liking anyone? He could look good on TV. He might have said something flattering about Trump. Maybe he bought a Trump meme coin. All these things are likely explanations.
