My headcanon is they're Adam's creations if not constructs of a sort. He said he named Vaggie as a clue-- which sadly suggests they don't have souls of their own.
It's why Vaggie is so hard pressed to support Charlie. She doesn't have her own vision or purpose outside of serving.
