Yes, they will be breaking the law. But whats the cost to them? Presidential impeachment? There are already dozens of reasons to impeach. What difference will another one make?

I hope you are right. But they (Trump/Bondi/Patel etc) may decide that breaking the law is prefereble to exposure. My guess is they will try to withold damaging info while claiming to be in compliance. Plenty of grey area between full compliance and full defiance.
