You are incorrect, IT professionals are being trained in trade schools all the time. You do not need a degree for IT, you need certifications. I know, I have worked in IT for more than 40 years.

H1B is not migrant workers, they are usually IT Professionals that have sought after skills. There are plenty of Americans willing to do the job, but companies will pay for workers with these Visas as they usually work for less pay.

Hmmm, are you an IT Professional? Trade schools are currently training IT folks starting with High School and beyond.
