In theory, sure. In practice, I worked for a while training programmers on new technologies. Most of the people in the class were here on H1B visas and DID NOT have computer science degrees at all, nor any experience. Meanwhile, US computer science graduates have to fight for entry level jobs.

The idea that somehow healthy 28-year-olds are costing the country a fortune in Medicaid costs is ridiculous. The sad truth is that the 20-somethings who are on Medicaid got there because they have severe health issues that prevent them from working or even living an everyday life.
