agency side. There are multiple safeguards to prevent fraud. There are multiple trainings anyone who reviews invoices have to take. There is additional training required to accept invoices in the payment system, and the more types of invoices you can accept the more training you need to take.

This is similar to how the DoD and DFAS do it. There is a minimum of 2 people involved in the acceptance and payment process, usually 3 or 4 people. And there has to be no conflict of interest between those people. I don't know all the steps on the DFAS side but I do know the steps on the DoD 🧵

I can say that on a local gov level (and I imagine it’s pretty standard since we follow NC state guidelines) we have 2 people sign off at the dept level, then it goes to the finance dept where 2 more people sign off before payment is issued. At least 4 people touch a document for payment here.
