There are too many rules and they are complex. Humans cannot process all of the rules in a split second. They do need to more amenable to help from technology. The goal is to get it right without analyzing it to death. if you are in your back with possession of the ball the play is over.

They want to take us back to 1960's Healthcare. You went to the Dr, paid him directly, then submitted the bill to your insurance, who sent you a check. Then insurance companies wanted efficiency so we allowed the dr to be paid directly. That was when we lost control of healthcare.

Take a look online at various theaters. You will see that the only shows doing well are the early " discounted " shows. The later afternoon and evening shows are ghost towns. Are they giving away tickets to senior citizen homes?
