I learned 3 languages to fluency at school without Duolingo.
It used to be good, but now it's so unmitigatedly bad for actually learning languages that I just use it for the chess course now.
Did their maths course as well, as a former maths teacher to see if it helped. Utter cack.

There's also the regionalisation.
Eg, money is invested only when London is a destination.

Also HS2 is Brum to London, but it's classed as "England and Wales". Scotland and NI get money through Barnett, but not Wales, a country excellently connected by rail... to England and not itself.

Even so, building more track so other private companies can make money off the extra fares doesn't seem like a good deal for the state.

Conversely, I bet if we had a few MPs who part-owned private rail companies, they'd find the money.
