Solution: Hello. So the "Download an archive of your data" function on Twitter has been broken for a while now, and it turns out that turning on 2FA actually fixes it.
Since I already had 2FA on and it was still broken, I disabled and enabled 2FA, and it looks like it worked.

Could you try disabling and re-enabling? Seems to work. Just waiting to see if I get a link and if I can access it, but after I did this, I didn't experience the "loop".
