Minnesota has been targeted for several reasons. 1) Tim Waltz is more of a man than Trump will ever be so Trump wants to hurt him. 2) Minnesota didn't vote for Trump (twice). 3) There is a convenient Somali population to blame. 4) Minnesota is successful - they want to destroy a blue state.
