Technically, both are correct. We are not building a base for the Qataris, but we are building a facility for them on an existing base, to house their pilots during training. We've done for other countries for decades.

Unfortunately, only members of the executive and judicial branches are liable to impeachment. The Senate could expel one of its members, but I don't see that happening here.

This assumes that precedent still has meaning, and that the law applies equally to all. Both are highly questionable with this supreme court.
