I don't know how they do it in star wars but the closest I can think of are pneumatic lifts, like in forklifts. Try freesound.org. There's a few good ones if you look up stuff like pneumatic chair, hydraulic robot, and stuff similar

Chicago may have digitized its land deed registry. I've only done this in small towns, manually, so I am not entirely sure of how a large urban area does it, but check or contact the local court house to see if they have relevant land records.

Another method would be searching the land deed registry. If you know who owns the permit, you can follow the chain of land custody from there. Alternatively, you can start from the modern owner. When selling the property, the addition has to be noted amongst the alterations in the deed.

Sanborn fire insurance maps are incredibly useful for this, especially for a major city like Chicago (I assume you're talking about Chicago). Most can be found in the Library of Congress for free
